The Eleventh Circuit is currently considering the consolidated appeal of a decision ordering four major cruise lines to pay $440 million in damages to Havana Docks Corp., which claims to be the rightful owner of the cruise port terminal in Havana, for violating the Cuban Liberty and Democratic Solidarity Act, or the LIBERTAD Act, by "trafficking" in property seized by the Communist Cuban government.
