In her career at the FTC, Fleury has led major cases and helped oversee the Bureau of Competition’s litigation docket. She recently served as lead counsel for the FTC in its successful challenge to the IQVIA/Propel transaction, and she has been instrumental in multiple other high-profile cases. Her experience includes directing trial strategy, supervising teams of FTC attorneys, consulting on active cases, briefing Commissioners, coordinating with international and state regulators, and advising FTC shop management on litigation strategy and risks.

Fleury earned her J.D. from Harvard Law School, a Master of Science from City College of New York, and a B.A. from Bard College at Simon’s Rock.
