Mike advises health and life sciences companies on matters related to fraud and abuse, reimbursement, market access and pricing. He has helped clients handle difficult regulatory matters and design and implement compliance programs. He has also advised clients in government investigations, internal investigations, and qui tam litigation related to potential fraud and abuse.
Mike's clients span the health and life sciences sector, including drug and device manufacturers, clinical laboratories, suppliers, and providers. Mike's industry focus enables him to relate his legal advice to the business needs of his clients.
Mike received his J.D., with honors, from Georgetown University Law Center in 2019, and in 2016 earned a B.A. from Cornell University. In law school, Mike served as the managing editor of Georgetown's Food and Drug Law Journal. He was also a member of Georgetown's nationally ranked moot court team and a recipient of the Heckman Food and Drug Law Scholarship.

Obtained declinations from DOJ for a medical device manufacturer in response to three separate CIDs investigating alleged violations of the False Claims Act and Anti-Kickback Statute.
Obtained a declination from DOJ for a medical device manufacturer in response to a CID investigating allegations that use of contract sales representatives violated the Anti-Kickback Statute.
Drafted a reference manual for in-house counsel at a large pharmaceutical manufacturer summarizing legal considerations, applicable guidance, and common guardrails for key compliance risk areas.
Drafted compliance policies, procedures, and guidelines for pharmaceutical manufacturers, medical device manufacturers, clinical laboratories, health systems, and physician practice groups.
Represented a vertically integrated healthcare company in acquisitions of provider groups, managed care companies, management services organizations, and healthcare technology companies.
Represented multiple private equity firms in acquisitions of small medical device and pharmaceutical manufacturers.
